Supported by extensive partnerships, OCDR has significantly improved education access, empowered women through initiatives like the Promote Women Scholarship Project, and enhanced infrastructure nationwide.
Our expertise in WASH is demonstrated by our role in third-party monitoring of WASH services across Afghanistan’s 34 provinces, in partnership with APEX Consulting and supported by UNICEF. This initiative ensures the effective implementation and evaluation of WASH activities, contributing significantly to national development goals. With a presence in every province and a team of seasoned experts, OCDR is uniquely positioned to deliver high-quality services to funding partners and clients. Our impact has been significantly bolstered by partnerships with organizations such as APEX Consulting (International) and Children in Crisis (CIC) on projects supported by various funding agencies, including UNICEF, UNESCO, UN Women, and the Afghanistan Humanitarian Fund (AHF). OCDR collaborated with CIC on the implementation of AHF-funded community-based education projects across two provinces out of five. Additionally, OCDR supported APEX Consulting in conducting Literacy Schools Mapping, Teachers Competencies Assessment, Adult Literacy Assessment Pilot Survey, and Youth and Adult Education and Basic Literacy Education assessments. The organization also participated in third-party monitoring of UN Women IPs and conducted a Client Satisfaction Survey for Gender-Based Violence Survivors. Furthermore, OCDR contributed to CIC’s food security initiatives in Zabul and other provinces.
Through these collaborative efforts, OCDR remains dedicated to building inclusive and prosperous Afghan communities with access to education, health, and economic opportunities.

Director
Researcher, Education Lead Consultant and Management professional with 17 years of achievements in Human Development, alternative livelihoods, Gender and Education Projects & programme management and policy development in Government institutions (Kabul University, Ministry of Counter Narcotics and Ministry of Education), Non-Governmental Organizations (NGOs) and the UN and World Bank funded programmes.
Role:
Supervising prrogramme management, Mr. Naeem Khan ensures the timely completion of deliverables while providing technical leadership support during configuration and implementation. He coordinates and oversees system changes, conducts biweekly status meetings, and manages stakeholder communications through regular progress updates and reports. Additionally, he supports fund raising, program and project team members and provides comprehensive management support across the nine knowledge areas of programme & project management.
